JOB SUMMARY:

Under the direction of the Radio Shop Supervisor, oversees, plans and performs the installation, maintenance and operation of the UPD radio system, mobile data computers, communications radio equipment and telephone equipment wiring, frequency monitors, and electronic communication equipment, radio modems, portable radios, mobile radios, VHF/UHF radio systems, mobile/cell phone equipment and other equipment‑associated with the technical and operational systems of the Organization. Assists in the planning of future radio system development and updating master plan. Installs and monitors Secure Access (NetMotion) licenses for network connection on all MDT's. Audits licenses for correct licenses numbers. Interacts with other departments, consultants, engineers and contractors regarding equipment usage, purchases and updates. Works with other UPD departments on radio system issues. Performs a variety of administrative work as well as technical duties. Maintains comprehensive records. This is a highly skilled position requiring technical and operational abilities and knowledge.

Provides essential connectivity and operational support for the UPD network. Basic skills, knowledge, and experience are utilized to install hardware and software, to diagnose basic problems, and to affect corrective actions at times with the assistance of more experienced professionals.

ESSENTIAL FUNTIONS:

Radio duties include, but are not limited to:

  • Responsible for and provides supervision, direction and coordination in the operation, maintenance, installation and repair of all department communication systems. Ensures that equipment maintenance is performed as necessary. This includes the 700/800 MHZ radio system, VHF/UHF radio systems, mobile data computers, non- mobile data laptops, microwave systems, radio modems, portable and mobile radios, cameras, mobile phones, mobile data (MiFi) as well as any future technology adopted by the Organization.
  • Responsible for maintaining various records, manuals, schematic diagrams and software pertaining to all communications systems. Renews existing Federal Communication Commission (FCC) radio licenses and obtains new equipment licenses as needed.
  • Uses complex test equipment to perform routine, preventative and emergency maintenance on all radio equipment used by the department, such as portable and mobile radios, radio modems, mobile data terminals, radio consoles, radio site base station equipment, microwave equipment and video security equipment. Assists in maintaining all mountain site equipment and facilities.
  • Programs and tests all portable and mobile radio and radio modems using laptop or desktop computers and software. Repairs equipment and/or sends out for factory level repair. Oversees repairs and maintenance of other equipment in the Communications Center including recording equipment and UPD equipment.
  • Provides computer hardware and software technical support to field officers. Responds to and reviews reported problems and/or requests for service on radios, vehicles, mobile data computers, MiFi's, cell phones and other designated equipment. Coordinates repairs or makes minor hardware repairs on site.
  • Coordinate, operate and maintain all mobile communications vehicles, such as the Command Post, SWAT van and Communications van. Establish land line phone service to vehicles during emergencies. Respond to emergency call out situations involving radio communications. Troubleshoots and resolves problems. Subject to call-outs and available for Department emergencies such as hostage, SWAT, etc. call outs.
  • Develops and performs training for department personnel in the use of all equipment.
  • Makes recommendations for purchase of new or special purpose equipment as needed. Responsible for issuing equipment. Responsible for maintaining inventory data bases for all issued equipment, equipment repairs, and tracking for equipment sent out for repairs.
  • Assists in development of long range plans for all systems, as needed for future planning and department growth.
  • Plans, coordinates, prioritizes and supervises projects involving all technological systems in the department. Coordinates the upgrade of radios and computers throughout the Department. Makes recommendations for the purchase and distribution of materials needed for maintenance and repair on all assigned systems. Researches, recommends and maintains inter-local agreements and contracts with vendors. Receives and acts upon complaints from department personnel and vendors regarding the equipment. Involved with user groups and coordinates training with other department units.
  • Serves on various county and state committees as assigned. Attends planning meetings. Represents the Department as a member of Associated Public Communications Officers (APCO) at functions, seminars, and meetings. Works with engineers, vendors and contractors regularly to provide key information and specifications for systems. Schedules and oversees contractor work.
  • Assumes the logistics position for disaster and crisis planning, response and recovery for the Department during unusual occurrences. Confers with other statewide public safety logistical partners to coordinate unusual occurrence planning, and recommends and identifies future system design and hardware configuration needs. Oversees the efficient operation of resources during major incidents and natural disasters.
  • Performs other related duties as required.

I.T. duties include, but are not limited to:

  • Diagnoses, repairs, and installs computer related hardware and/or software systems. Using appropriate diagnostic tools and techniques, determines the cause of computer or software failure and repairs or replaces defective components or notifies customer of course of action to affect warranty repair.
  • Installs systems or components as needed.
  • Provides computer networking support.
  • Provides installation, configuration, and diagnostic support for networking components.
  • Installs, terminates, and certifies cabling for network segments.
  • Installs and configures network components and completes client setup.
  • Installs approved new releases and fixes to assure system dependability and reliability.
  • Configures the network and desktop to support applications across network segments.
  • Provides support for client software and applications.
  • Assists IS management and customers in making appropriate decisions regarding needed hardware sizing, configuration, etc. Configures operating systems to support applications.
  • Provides assistance with approved application software for configuration, customization, and troubleshooting.
  • Makes suggestions to customer and IS management for improvements of processes, equipment, or training issues that would help the customer perform effectively.
  • Works as part of a team in the creation of policy and procedures for the technical support group.
  • Communicates with customer to keep customer informed of timeframes and status of calls.
  • Available for and responds to after-hours call-outs as needed. Keeps call logs current.
  • Other duties as assigned

EXPERIENCE/EDUCATION REQUIREMENT:

  • Associate degree in Electronics OR two years experience in radio and mobile data systems. Education and experience in closely related field may be substituted on a year-for-year basis.
  • Excellent oral and written interpersonal and communication skills. Ability to communicate effectively, both orally and in writing with department personnel, vendors, consulting engineers and contractors, and individuals from diverse agencies and backgrounds. Ability to follow oral and written Instructions, including technical information.
  • Ability to read, interpret and update flowcharts, circuit diagrams and equipment operation & maintenance manuals.
  • Able to keep records and prepare reports.
  • Proficiency with computers and computer software used to collect and tabulate data. Ability to train staff in the use and application of various software programs.
  • Ability to apply principles, methods and techniques of personnel practices and Policies and Procedures.
  • Possession of valid Utah driver's license, with good driving record.

KNOWLEDGE, SKILLS AND ABILITIES

Preferred knowledge of:

  • Possession of Radio Electronic Industry certification.
  • Knowledge of Motorola trunking systems.
  • Working knowledge of P25 System.
  • Completion of any of the following minor certifications: A+, MCP, MCDT, CCNA, CCDA, Network+, Networking Essentials, MCSA, RHCT, CNX, Security+, Linux+, or other equivalent certification approved by management.
  • Experience in a Public Safety environment.
  • Possession of a CDL license OR willing and able to obtain a CDL within 6 months of employment.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

  • Moderately heavy physical activity. Required to push, pull or lift medium to heavy level weights, a maximum of 50 pounds. Occasional difficult working positions.
  • Exposure to disagreeable elements, such as heat, cold, fumes, noise, high voltage, RF exposure and some exposures to heights.
  • Intense mental concentration required under sometimes stressful conditions.
  • Intermittent exposure to stressful situations as a result of human behavior
  • Subject to travel to investigate new technology.
  • Subject to availability, callout, and irregular working hours 24 hours a day.
